One problem though...the idea of player corporations means you can create your own police force anyway. Only difference is you won't have the same combat rights and ships as Concord, but the main idea of them is that they auto-protect empire space, which would be the most boring job for player-police anyway.
Essentially, there's nothing stopping you starting your own police force out in low sec space where it's needed most. It just won't be called Concord and be feared universally (unless you work hard). As for the bp reports of pirate sightings, all you have to do is put the word out with traders and miners that you're out to Serve & Protect and you'll get SOS calls every 10 seconds.
Just look at the name m0o made for itself. No reason the Rangers couldn't do it too, just on the other side of the thin blue line...

the only real problem with a "real" player Police force is simply the sec status
if you want to patrol a area of .1-.4 against pirates you have to wait for them to attack you or else you lose the sec status this gives the Pirates a major advantage as the Ranger Force would not want a sec status of -10.0
Other then that it would be nice if more Private Corps would do this make .1-.4 area's safe they could even charge a fee i for one would not mind paying X amount to be able to safely mine in a .1 system while being protected from Npc's and PvP's alike
Maybe someone reading this with PvP experince would be willing to create (or might already have) corps dedicated to this i know of Eve Marshalls but to what degree they do this i do not know Thank You Paw Sandberg
